| Consider a hyperbolic surface which can be partitioned into countably many pairs of pants whose boundary components have lengths bounded from above. We show that there is a canonical bijection between the extremal positive eigenfunctions of the laplacian, and the ergodic invariant Radon measures of the horocycle flow. (Joint with F.
